Current sort order seems to be :

Time Sent, Timestep

Better would be :

Time Sent, Phase, Timestep

or :

Time Sent, (Phase-1) * 259248 + Timestep

I'm pretty sure they are, do you have an example? It should be order userid - resultid - phase - timestep
