On the Server Status page the project shows a large number of work units awaiting validation. On the server side there is no Validator Server listed ? On most BOINC projects one or more is commonly listed. How is this accomplished on CPDN ?

The BOINC validator is for comparing the same data on 2 or more different computers to see if the results are the same.
On this project, the researchers use statistical methods to compare results against known results from supercomputer runs of similar data, and against each other from the same input values.

The end results here from the same data, but run on different computers, is not quite "the same". This difference can be small or noticeable. It's because "climate" (i.e. long term), is made up of lots of "weather (i.e. short term), and is what is called "chaotic". It doesn't take much to produce slightly different results, the main cause being an unstable computer caused by overclocking, overheating, etc.

BOINC is still putting "stuff" into the validator area, but there's nothing to take it out again, so it just stays there until it's purged. If ever.
