The first thing that's wrong, is that the project hasn't had much work available lately, and there's none at the moment for Windows.

The next problem that you'll face, is that your computer will be competing with up to 10,000 others, some with 24 to 64 processors.
And the Windows batches have been of the order of 6-7 thousand, which only last an hour or so.

I was wondering if it was something like that, I am not used to CPDN being the one without work. I might have to change how I set up the Optiplex 3020s I did not sell.

Your still thinking of the old days, 11 years ago, when there were always about 20,000 slab models sitting in the hopper waiting to be run. Those days are long gone.
